Efficient Allocations Of Water Resources In Southern Taiwan

Abstract
The domestic and industrial water demands in southern Taiwan increase significantly due to the development of industrial zones and science parks. Unevenly distributed precipitation makes allocation of water in this region more difficult. Major newly-completed water resources development projects for southern Taiwan such as the second Phase of Nan-hua Reservoir Project and Kao-ping Diversion Weir Project, are only capable of supporting the projected demand until 2005. Therefore, to meet the demand and improve the reliability of water supply system it is necessary to temporarily allocate parts of agricultural water for other usages before the completion of follow-up water resources development projects. To verify if and how much the temporary allocation is able to increase the system supply, this study selects Nan-hua Reservoir and Kao-ping Diversion Weir, with and without the aid of allocation of surplus agricultural water, for simulation. Besides, to know how to allocate agricultural water appropriately, this study simulates different cases of system supply based on the storage conditions of Nan-hua Reservoir at the end of October. The results show that the divergence of agricultural water can increase the amount and reliability of conjunctive system supply. Furthermore, this study compares the equivalence of Shortage Index (S1) and Reliability Index (RI). The findings reveal that the often-used standard, S1=1 .0, is recommended to be appropriately adjusted to meet the requirements.
