Abstract
The sustainable development concept will dominate transport development in the
new century. In this paper, an assessment model of level of sustainability (LOS)
has been created based on an optimal modal split by sustainable goal, with the
view that a modal split can reflect a transport system if it is car-oriented, transitoriented
or non-motorized oriented. The most sustainable modal split of urban
transport is the non-motorized mode of 70%, public transport of 30% and car and
motorized transport at 0%. The indicator for the level of sustainability for urban
transport is defined as the distance between the existing modal split and the most
sustainable modal split. The LOS indicator value has a range from the most
sustainable value zero to the most unsustainable value of 126, and is divided into
six classes from class A to class F. The first, i.e., the best
